Why do I always have trouble uploading my profile picture.

I would of gave it more stars but every so often Im unable to change my profile picture for some asinine reason. The latest one is "Your request has timed out". What does the mean? The app needs to be updated. Why are there never any updates for this app. This apps needs A LOT of bugs fixed.
